Symptoms

Creating an ACL fails with the following errors:

principal           =>           'SYS',
is_grant            =>           TRUE,

ORA-31003: Parent /sys/acls/ already contains child entry

But if you check the ACLs in the DBA_NETWORK_ACLS it does not exist:

select HOST ||','||LOWER_PORT ||','|| UPPER_PORT ||','|| ACL ||','||ACLID 
from dba_network_acls where acl like '%smtp_%';

 
HOST||','||LOWER_PORT||','||UPPER_PORT||','||ACL||','||ACLID
