Goal

This Document provides guidance on how to diagnose issues where a SQL Plan Management (SPM) Baseline is not Used. It is based upon the data collected with the following article:

<Document 1644732.1> How to Collect Standard Information for an Issue where a SQL Plan Management (SPM) Baseline is not Used

This Document contains a diagnostics Checklist such that you should end up with the following diagnostics:

1) Select information about the Baseline's status
2) SPM Trace
3) SQLT for the statement in XTRACT mode  (or SQLHC output)

Starting in 19c, setting _sql_plan_management_control=4 and then run Explain Plan For for the problem query will help determine why certain outline hint or SQL plan baseline are not being used.
