MySQL 5.0/5.1 on 32-bit Windows : Windows Error 1450 (Doc ID 1666049.1)

The symptoms of the problem are the same as:
- High Open Handles for Mysqld on Windows, "InnoDB: Could not create a Windows event semaphore; Windows error 1450", "InnoDB: Failing assertion: SetEvent(event->handle)" (Doc ID 1333906.1)
But the cause is different. This particular case has nothing to do with number of open handles.

Symptoms

MySQL fails to startup on 32-bit windows, with errors in log:

InnoDB: Could not create a Windows event semaphore; Windows error 1450
InnoDB: Could not create a Windows event semaphore; Windows error 1450
InnoDB: Could not create a Windows event semaphore; Windows error 1450
