Advanced Queueing Propagation Fails when Timezone Files or Charactersets or Type Versions Are Different

Information in this document applies to any platform.
Advanced Queueing (AQ) propagation between two distributed databases fails with a variety of errors including but not limited to:
ORA-30757 when propagating a message between two databases when the databases involved have different timezone files as per <Bug 18047953>.
ORA-22337 when propagating messages between two database which have the same types but different type versions as per <Bug 17848897>.
ORA-30757 and ORA-21522 reported when the source and destination databases have different charactersets as per <Bug 14065876>.
ORA-00600 [kwqpfgttoid:node] as per <Bug 17870305> and <Note 1610059.1>.
ORA-00600 [kope2upic2954] on propagation of a transformed message as per <Bug 13830665>.
Issue may be observed after upgrade.
Also observed after updating the timezone files on one database in an AQ setup
