Configuring the Global Data Services Framework

When adding a service to a global data service pool, it fails with:

GDSCTL>connect c##_gsm_admin/<PASSWORD>@<HOST>:1690:CODB
Catalog connection is established

GDSCTL>add service -gdspool DBPOOLORA -service MYDB_MAIN -preferred mydb_a -available mydb_b
GSM Errors:
NET-40063: Failed to create global service. Transaction rollbacked
