18687754 Files With Unicode Characters Appears As Inverted Question Marks On DBFS File System (Doc ID 1669229.1)

When trying to transfer a file into dbfs over SFTP (or with dbfs client windows) that contains unicode in the file name itself, the destination filename is malformed as ?????.
