18687754 Files With Unicode Characters Appears As Inverted Question Marks On DBFS File System (Doc ID 1669229.1)

Symptoms

When trying to transfer a file into dbfs over SFTP (or with dbfs client windows) that contains unicode in the file name itself, the destination filename is malformed as ?????. 

DBFS was setup using the following MOS notes

 Configuring a Database for DBFS on Oracle Database Machine (Doc ID 1191144.1)
 Configuring DBFS on Oracle Exadata Database Machine (Doc ID 1054431.1)
