MySQL Enterprise Monitor Agents Not Able To Access Service Manager Between Datacenters (Doc ID 1669255.1)

Goal

I have 3 datacenters, the MEM Service Manager is installed in Datacenter C and my servers are in Datacenters A and B.

When I ran NMAP to check if the ports are available, NMAP detected port 18443 and said it was filtered, what is going on?
