ODMS - Mobile Application Not Downloading Into Laptop During Mobileclient Install

The mobile application (subscribed mobile project and application) is not downloading into user machine when install the mobileclient for BDB WIN32.

All the customer machines configured with High security level.
Control Panel\All Control Panel Items\User Accounts -> User Account Control Settings -> Always Notify.

When we change the settings to 'Never Notify' and restart the system, then the download is working for the subscribed mobile applications and local db files are generating.

Otherwise with Always Notify, no subscribed apps are downloading.
