mysqldump evaluates TIMESTAMP in UTC instead of local timezone (Doc ID 1674787.1)

Goal

Why is the statement in the following mysqldump command evaluating TIMESTAMP types as UTC instead of our local timezone?

/usr/bin/mysqldump --single-transaction --extended-insert=TRUE -t -c -n -u user -ppassword MY_DATABASE MY_TABLE -w "1=1 AND (TIMESTAMP < FROM_DAYS(735703+1) AND TIMESTAMP >= FROM_DAYS(735703) )"
