Execution of Dbms_logmnr fails with ORA-01031 (Doc ID 1676045.1)

Symptoms

On : 12.1.0.1 version, Database Security

When attempting to execute this logminer procedure: DBMS_LOGMNR.START_LOGMNR
the following error occurs.

ORA-01031: insufficient privileges
ORA-06512: at "SYS.DBMS_LOGMNR", line 58
ORA-06512: at line 1



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. sqlplus / as sysdba
2. Create user test55 identified by oracle;
grant create session to test55;
grant EXECUTE_CATALOG_ROLE to test55;
grant execute on dbms_flashback to test55;
grant execute on dbms_logmnr to test55;
grant select on v_$logmnr_contents to test55;
grant execute on xid_array to test55;
create synonym test55.xid_array for sys.xid_array;
grant select any transaction to test55;
grant FLASHBACK ARCHIVE ADMINISTER to test55;
grant create any table to test55;
grant flashback any table to test55;

connect test55/oracle
ALTER SESSION SET NLS_DATE_FORMAT = 'DD-MON-YYYY HH24:MI:SS';
EXECUTE DBMS_LOGMNR.START_LOGMNR (STARTTIME => '26-MAY-2014 12:04:26', ENDTIME => '26-MAY-2014 12:04:50', options => DBMS_LOGMNR.DICT_FROM_ONLINE_CATALOG + DBMS_LOGMNR.CONTINUOUS_MINE);

Changes

 upgrade from 11.2.0.4.0 to 12.1.0.1.0
