Symptoms

Sync with CTX_DDL.SYNC_INDEX runs normally on the index, but running CTX_DDL.OPTIMIZE_INDEX...FULL or CTX_DDL.OPTIMIZE_INDEX...REBUILD on the same index completes quickly without optimizing the index:
