Oracle process (RMAN/ASM/DB) tries to register with a process group in the CSS. Before this registration completes the ASM, DB instance to which the process group belong might die,
causing the process group to be deleted.
However the oracle process without being aware that the ASM/DB instance is going down, asserts that process group is not found.
The fix for this bug is to report a more meaningful ORA-xxxxx error, indicating to the user that the ASM/DB instance might be going down, rather then the ORA-600 error.
