ACFS Replication Failed on Standalone with ACFS-05020 ACFS-05503 (Doc ID 1680173.1)

Symptoms

ACFS replication - between two 12c Standalone/Oracle-Restart Grid Infrastructure homes - will not initialise.
Errors reported to root session:
acfsutil repl init: ACFS-05020: cannot start replication daemons
acfsutil repl init: ACFS-05020: cannot start replication daemons

ACFS-replication monitor log contains:
[ monitor][/oracle/FILLABT3/ggate]usrmStandby: Caught exception 5503
[ monitor][/oracle/FILLABT3/ggate]usrmMainProcessingLoop: Caught exception 5503
[ monitor][/oracle/FILLABT3/ggate]Dumping Error Stack:
 ACFS-05503: ACFS replication monitor daemon shutting down. Standby terminating normally.

ACFS-replication transprt log contains:
[transprt][/oracle/FILLABT3/ggate]ALERT:
 ACFS-05503: ACFS replication transport daemon shutting down. Terminating normally.
[transprt][/oracle/FILLABT3/ggate]Shutting down (return=1)

Grid alert log has multiple lines of error:
[ohasd(41096)]CRS-5828:Could not start agent '/oragrid/product/12.1.0.1/bin/orarootagent'. Details at (:CRSAGF00123:) {0:0:60327} in /oragrid/product/12.1.0.1/log/test/ohasd/ohasd.log.

ohasd log contains multiple errors such as:
 [ AGFW][1297151744] {0:0:60327} Starting the agent: /oragrid/product/12.1.0.1/bin/orarootagent with user id: root and incarnation:47
 [ AGFW][1297151744] {0:0:60327} Created alert : (:CRSAGF00123:) : Failed to start the agent process: /oragrid/product/12.1.0.1/bin/orarootagent Category: -1 Operation: fail Loc: canexec2 OS error: 0 Other : no exe permission, file [/oragrid/product/12.1.0.1/bin/orarootagent]
