Symptoms
Starting the listener, most likely after a product upgrade or some new feature implementation, fails with a TNS-00583.
The listener log might show any of the following errors:
TNS-01176: Error in loading the new parameter value
TNS-12560: TNS:protocol adapter error
TNS-00583: Valid node checking: unable to parse configuration parameters
Changes
It is likely that the sqlnet.ora or listener.ora file has been modified prior to attempt to restart the listener.
