Symptoms

After installing and configuring "Oracle® Database Provider for DRDA" (DRDAAS) 12c
to establish communication from ISeries DB2 7.1 to Oracle Database 12.1.0.1, ran script "drdapkg_db2.sql"
to establish an Oracle Database Provider for DRDA environment by granting initial DRDA package binding authority;
Simple SELECT's are working OK but get SQLCODE -551 when attempting to execute
program CRTSQLPKG PGM(/) RDB() USER() PASSWORD();
