Create/Upgrade/Migrate a Database to Have a Locally Managed SYSTEM Tablespace in 9.2 (Doc ID 175434.1)

The bulletin explains how to have the SYSTEM tablespace as locally managed :

   --> during the creation of a new database in 9.2
   --> when the SYSTEM tablespace is already DICTIONARY managed in 9.2 
   --> during the upgrade of 7.3 , 8.0, 8.1 and 9.0 databases

   Note: The Oracle 8i Concepts Guide (p.3-8) states that you can create a 
         locally managed SYSTEM tablespace in the CREATE DATABASE command.

         Locally managed SYSTEM tablespaces are simply not possible until 9.2.

         Adding the EXTENT MANAGEMENT LOCAL clause in the CREATE DATABASE 
         command results in --> 8.1.5, in a syntax error or ORA-600 [3810] error  
                            --> 8.1.6, in ignoring the clause 
                            --> 8.1.7, in an ORA-2165
