ADD_NEW_MASTERS procedure hangs (Doc ID 187050.1)

Symptoms

You are trying to add a new master site to a replication group without quiescing,
and the ADD_NEW_MASTERS command appears to be hanging. On a previous attempt to add
a new master site, you received an error, such as ORA-1555 on export. Or, you may be
attempting to extend multiple groups at the same time with the ADD_NEW_MASTERS
procedure.
