Automatic Restart Of New Standby Fails With Ora-01031 after Switchover by Broker (Doc ID 1900092.1)

Operation requires shutdown of instance "cdev" on database "CDEVP"

 Broker is unable to restart the New Standby DB after Switchover and is failing with the Error ORA-1031 even after starting the Broker using tns alias
