Persistent TNS-12170 and/or TNS-12535 errors in alert log caused by "Bit9" Security Scanning software

After some system changed, the Database alert log may get filled with persistent "timeout" messages such as the following:
*Note: The "Client address" is actually the local Server itself.
- Remote client connections may also fail intermittently with ORA-3113 and ORA-3114 errors.
