Why There's no Impact to CSS After ASM Diskgroup for Voting File is Dismounted?

Goal
Grid Infrastructure with Voting File on ASM Diskgroup, there's no impact to CSS after the diskgroup was dismounted by ASM:
"<GI_HOME>/bin/crsctl query css votedisk" shows Voting File location
