Executing DBMS_TRANSACTION.PURGE_LOST_DB_ENTRY as user other then sysdba fails with ORA-01031

Executing the following as a non SYSDBA user (sys as sysdba, specifically) results in the following error:

I need to be able to execute this as a user other than SYS as SYSDBA. What other permissions do I need?
