Executing DBMS_TRANSACTION.PURGE_LOST_DB_ENTRY as user other then sysdba fails with ORA-01031 (Doc ID 1908436.1)

Goal

Executing the following as a non SYSDBA user (sys as sysdba, specifically) results in the following error:

C:\Users\MyersGa>sqlplus pdadmin/bird45@zc0012d_svc1

I need to be able to execute this as a user other than SYS as SYSDBA. What other permissions do I need?
