Symptoms

Instance startup succeeds via sqlplus but fails via srvctl with below errors.


The file tnsnames.ora is present in the RDBMS $ORACLE_HOME/network/admin directory, it has listener_net1, listener_net2 and remote_net2 defined and they can be resolved.
