Solaris: database instance hangs intermittently with wait event: 'os thread startup' (Doc ID 1909881.1)

Symptoms

Database instance hangs intermittently, connecting with "sqlplus / as sysdba" takes long time with 'os thread startup' wait event, and when this happens, many resources status shows "CHECK TIMED OUT":
