DBCA Created Database But Failed to Register to SCAN Listener if SCAN Listener has Multiple Ports (Doc ID 1912111.1)

Symptoms

Database is created with DBCA, but it's not registering to SCAN listener as SCAN listener has multiple ports:

DBCA trace:

SCAN configuration and status:

$ srvctl status scan
SCAN VIP scan1 is enabled
SCAN VIP scan1 is running on node <hostname>
SCAN VIP scan2 is enabled
SCAN VIP scan2 is running on node <hostname>
SCAN VIP scan3 is enabled
SCAN VIP scan3 is running on node <hostname>

$ srvctl config scan_listener

SCAN Listener LISTENER_SCAN1 exists. Port:TCP:1521,1529,1532,1537,1548,1533,1545,1538,1534,1522,1536
SCAN Listener LISTENER_SCAN2 exists. Port:TCP:1521,1529,1532,1537,1548,1533,1545,1538,1534,1522,1536
SCAN Listener LISTENER_SCAN3 exists. Port:TCP:1521,1529,1532,1537,1548,1533,1545,1538,1534,1522,1536
