SES is Slow with Index Optimization and Crawls Hanging

Symptoms
SES is running slow and both Index Optimization and Crawls are hanging. SES 11.2.2.2 was installed about a month ago and all was just fine until a couple days ago when Index Optimization hung, and then there were subsequent problems with crawl and search.
The crawler logs show that the crawler seems to be "looping" as it continually logs this message towards the end of the crawl:
