The ctssd daemon for GI running in Solaris Local Zones must be run in an observer mode

The ctssd daemon running in Solaris Local Zones comes up in active mode and updates the system time, but because the time is managed globally by Solaris Global Zone, changing a time in one Solaris Local Zone affects the time on all Solaris Zones.
As a result, the time must not be set or changed in the Solaris Local Zone.
