Require Administrator Privilege For Running Update.exe (Doc ID 1915477.1)

Symptoms

On : 11.3.0.0.0 version, Issues affecting all clients

ACTUAL BEHAVIOR
---------------
On MS Windows 7, with a Non-Administrator User (Normal) user, c:\mobileclient\bin\update.exe does not download the application files

EXPECTED BEHAVIOR
-----------------------
On MS Windows 7, with a Non-Administrator User (Normal) user, c:\mobileclient\bin\update.exe should download the application files as it is done for an OS windows user member of Administrator group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On ODMS 11GR3, publish a Mobile Application for BDB on MS Windows
2. Install the mobile client on MS Windows 7 using a Normal USer (without the Administrator group)
3. Run the c:\mobileclient\bin
