Symptoms
On a Windows 2003 R2 server, plenty of messages like the following are seen in trace files:
Waited for process J000 to initialize for 60 seconds
Waited for process J001 to initialize for 60 seconds
Waited for process DW04 to initialize for 60 seconds
Waited for process m000 to be spawned for 60 seconds
Waited for process m001 to be spawned for 60 seconds
Could also be accompanied with:
Waited for process m000 to be spawned for 60 seconds
Waited for process m001 to be spawned for 60 seconds
Waited for process m001 to be spawned for 71 seconds
Waited for process m001 to be spawned for 82 seconds
Issue not specific to a certain background process, could affect any
