TFA not Moved to New GI_HOME While Upgrading to 12.1.0.2 (Doc ID 1918428.1)

Symptoms

Upgrading to 12.1.0.2 Grid Infrastructure but TFA wasn't installed in the new GI_HOME: 

 

<NEW_GI_HOME>/cfgtoollogs/crsconfig/rootcrs_<node>_<timestamp>.log
