Syncagent Fails To Start When System Wakes From Hibernate Or Sleep (Doc ID 1920777.1)

Symptoms

if the computer is put in hibernate or stand-by mode, and then resumed, the sync agent is not starting up. It should behave in same manner as when computer is rebooted, so users do not have to manually restart syncagent if they put computer in hibernate or standby mode and then reopen/resume it later.
