The rootupgrade.sh fails because the oc4j resource fails to stop

Symptoms

    Upgrading Grid Infrastructure from 11.2.0.3 GI PSU 6 (or higher) or 11.2.0.4 to 12.1.0.1 or higher
        rootupgrade.sh fails with the following error:
            clscfg: EXISTING configuration version 5 detected.
            clscfg: version 5 is 11g Release 2.
            Successfully accumulated necessary OCR keys.
            Creating OCR keys for user 'root', privgrp 'sys'..
            Operation successful.
            2014/07/05 17:10:44 CLSRSC-285: Failed to perform upgrade configuration from old 11.2 install

            Died at /grid/oracle/product/12.1.0.1/crs/install/crsupgrade.pm line 3372.
            The command '/grid/oracle/product/12.1.0.1/perl/bin/perl -I/grid/oracle/product/12.1.0.1/perl/lib
                        -I/grid/oracle/product/12.1.0.1/crs/install /grid/oracle/product/12.1.0.1/crs/install/rootcrs.pl 
                        -upgrade' execution failed
