Database fails to start when using srvctl, following an upgrade of the database software:

oracle@host2:/home/oracle> srvctl start database -d evqq7s01
PRCR-1079 : Failed to start resource ora.evqq7s01.db
ORA-12547: TNS:lost contact
CRS-5017: The resource action "ora.evqq7s01.db start" encountered the following error:
ORA-12547: TNS:lost contact
. For details refer to "(:CLSN00107:)" in "/oracrs/product/grid/1124/gd1/log/host02/agent/ohasd/oraagent_grid/oraagent_grid.log".


 An upgrade of the database software has taken place.
