ASM startup fails with error ORA-01041: internal error. hostdef extension doesn't exist (Doc ID 1924712.1)

Symptoms

 GU PSU has been applied and ora.asm fails to start with the below error.

CRS-2672: Attempting to start 'ora.asm' on '<HOSTNAME>'
ORA-01041: internal error. hostdef extension doesn't exist
CRS-5017: The resource action "ora.asm start" encountered the following error:
ORA-01041: internal error. hostdef extension doesn't exist

CRS-2679: Attempting to clean 'ora.asm' on '<HOSTNAME>'
ORA-01041: internal error. hostdef extension doesn't exist
CRS-2681: Clean of 'ora.asm' on '<HOSTNAME>' succeeded
CRS-4000: Command Start failed, or completed with errors.
