Foreign Constraint On Nested Table is Created With Status Disabled

Customer creates a NESTED TABLE, the foreign key constraint on NESTED_TABLE_ID of NESTED table which refers to primary key of a partitioned parent table is always disabled.
The partitioned parent table is Range partitioned.
That FK constraint is created by Oracle. When customer checks the status of foreign key constraint it is disabled.
If you try and enable the constraint you get the error:
"ORA-14650: operation not supported for reference-partitioned tables".
