customer CTRL-C out of uninstall/upgrade process, they cannot upgrade the same instance when retrying again. How to resolve this problem?

Information in this document applies to any platform.
During upgrade, customer ctrl-c out of the uninstall process. When they try again, the same instance is no longer available for upgrade. They would like to know how to resolve that so they can do the upgrade again. All the files for the instance still exist.
