Database Services Not Registered with SCAN Listener (Doc ID 1933682.1)

Symptoms

The SCAN listeners fail to register the database services.  The local node listeners have no problems and register all database services. All connections via SCAN fail with the error:

TNS-12514: TNS:listener does not currently know of service requested in connect descriptor

Changes

 The DNS server specified in the RAC nodes is not available.
