Symptoms

SRVCTL cannot STOP or START database on one node.

SQLPLUS can start the database.

[oracle@<hostname>~]$ srvctl start instance -d <DBNAME> -i INTS1
PRCR-1013 : Failed to start resource ora.<DBNAME>.db
PRCR-1064 : Failed to start resource ora.<DBNAME>.db on node <hostname>
CRS-2680: Clean of 'ora.<DBNAME>.db' on '<hostname>' failed
CRS-5802: Unable to start the agent process

crsctl status resource -t
..
ora.<DBNAME>.db
1 ONLINE UNKNOWN <hostname>
2 ONLINE ONLINE rac-node2 Open,Readonly
