Session PGA Consuming Large Amount of 'kolarsCreateCt' Memory (Doc ID 1936043.1)

Symptoms

When LOBs are stored in Securefiles the customer sees ORA-4030 signaled with high allocations of kolarsCreateCt memory. The trace written by the ORA-4030 error

has output similar to:

Patches for unpublished bug 14582843 and <bug 16382883> are already applied.
