DBCA Fails When Trying to Create Policy Managed Serverpool (Doc ID 1936945.1)

While running the dbca and creating new server pool. getting below error. If yes is selected. then dbca fails.

"there are not enough servers available to allocate to this server pool. Database instances may not come up on specified cardinality."
