ORA-600 [qccprg:ocistmtprepare2] [1031] reported by Change Data Capture purge job after upgrade from 11.2.0.3 to 11.2.0.4 (Doc ID 1938815.1)

Symptoms

After upgrade from 11.2.0.3 to 11.2.0.4 the Change Data Capture purge job reports ORA-00600: [qccprg:ocistmtprepare2], [1031], [ORA-01031: insufficient privileges].

The error is reported on attempting to split the partition

ORA-01031: insufficient privileges
----- Current SQL Statement for this session (sql_id=19cj1uhff0tds) -----
alter table .... split partition p1 at (17696072117) into
(partition p2, partition p1) update indexes parallel

qccprg_purgeSplitAndDropPartition is changed by the fix associated with <Bug 14295985> and this was merged into 11.2.0.4 and this appears to have caused the change in behaviour in the customers that have upgraded to 11.2.0.4.
