ArcGIS (ESRI) Application connections crash after Oct 2014 CPU patching is completed

Client connections from third party application called "ArcGIS" (ESRI) crash with an error after applying Oct 2014 CPU.
The error (as captured in a SQL*Net trace) is:
oci-24550  [Unhandled exception: Code=c0000005 Flags=0]
When the Oracle Oct 2014 CPU is deinstalled, App connections no longer crash.
The same problem (with same solution: grant select on v_$parameter to public;) can happen to another of the ESRI-Tools called "sdeimport" (crashes without any error message) after patching was finished.
This started as soon as the Oracle Oct 2014 CPU (Critical Patch Update) has been applied to the target Oracle Database
