TNS-12561 reported in SCAN Listener logs every minute with COST and TCPS enabled (Doc ID 1938977.1)

Symptoms

You may notice the following reported around every 60 seconds and in one or more SCAN Listener logs perhaps after enabling COST and TCPS:

 
The above shows that the process causing the error is using the locally assigned SCAN IP address.
It also shows the "SSL handshake failed" error which is what is causing the error to be reported.

 
However, the SCAN Listeners are working, with registration occurring from the Database instances to the SCAN Listeners using the selected TCPS and IPC protocols, and connections being successfully established.

After shutting down the regular Database on all nodes, the error continues.
After shutting down the +ASM Database, the error stops.

Changes

 COST security may have been recently included or this may be a new installation but with COST settings enabled.
