Symptoms

Far Sync site has been configured with 12g Data Guard environment using physical standby.

Also, alternate' destination per documentation has been configured.

Oracle® Data Guard Concepts and Administration
  12c Release 1 (12.1)
  E48552-06
  Chapter 5 'Far Sync'
section 5.1 'Creating a Far Sync Instance'
sub-section 5.1.2 'Configuring an ALTERNATE Destination'
  http://docs.oracle.com/database/121/SBYDB/create_fs.htm#SBYDB5437

If FAR SYNC standby is disabled (instance and/or listener shutdown), the physical standby is not receiving redo stream via alternate destination and the redo are not applied in real-time mode.

The primary alert.log just shows repeated attempts to connect to FAR SYNC standby which fail with Oracle Net errors depending on what is down (instance or listener).
