ORA-20000: All versioned table must have a 'VERSIONED' status before upgrading. (Doc ID 1945571.1)

Symptoms

During db upgrade from 11.1.0.7 to 11.2.0.4 via DBUA, an error was encountered while in the process of upgrading Oracle Workspace Manager (OWM):

ORA-20000: All versioned table must have a 'VERSIONED' status before upgrading.

 
Ignoring this error allows the upgrade to complete but leaves OWM at the pre-upgrade version, 11.1.0.7.

Querying wmsys.wm$versioned_tables lists a table that is not in VERSIONED state.  However, prior to the upgrade, all relevant tables were in VERSIONED state.
