Symptoms

When performing a Webservice call following error message is reported:

ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00202: could not open "http://www.w3.org/TR/html4/strict.dtd" (error 305) Error at line 1
ORA-06512: at "SYS.XMLTYPE", line 60
ORA-06512: at line 46
