Symptoms

Issue
=======
When running ORAchk, "E-Business Suite" SQL Check test are
unexpectedly "FAILING" when OM and QP modules are installed
but no transavctions are yet created.

ie. "False negatives"

Expected Outcome
-----------------
Expect these "SQL Checks" to PASS when OM and QP modules are installed but
no transactions have yet been created.

Steps
=====
1. Run the ORAchk as per Note: 1927197.2
2. Review "E-Business Suite" table result
3. Note, FAIL result for OM and QP related tests
