From 11g inwards, DBA_HIST_UNDOSTAT can be used without Diagnostic Pack License. Else, you would require the Diagnostic Pack License for accessing any data dictionary view with prefix DBA_HIST

 (This exception in 11g holds good for a few other views also, such as DBA_HIST_SNAPSHOT, DBA_HIST_DATABASE_INSTANCE, DBA_HIST_SNAP_ERROR, DBA_HIST_SEG_STAT and DBA_HIST_SEG_STAT_OBJ)
