Symptoms

After the activation of DEFAULT_MAINTENANCE_PLAN, user sessions are stalled on  "resmgr:cpu quantum"
Process VKRM does run in all situations which confirms that it is not Bug 16392079.
Adding of subplan LOW_GROUP did not solve the issue which confirms that it is not Bug 18190784.
