Scheduled Job Fails With ORA-27370 ORA-27300 ORA-27301 Errors on Windows

Symptoms
Having a Scheduler job to do a daily expdp of the database.
However when trying to run the job on a production system, it fails with the following errors:
ORA-12012: error on auto execute of job "SYS"."XXX_JOB"
ORA-27370: job secondary failed to launch a job of type EXECUTABLE
ORA-27300: OS system dependent operation:accessing job scheduler service failed with status: 109
ORA-27301: OS failure message: The pipe has been ended.
ORA-27302: failure occurred at: sjsec 9
ORA-27303: additional information: The pipe has been ended.
ORA-27370: job secondary failed to launch a job of type EXECUTABLE
