Oracle Data Miner Repository Creation Continuously Fails (Doc ID 1955455.1)

Symptoms

The Oracle Data Mining (ODM) Repository is being installed. The installation fails, says to drop the installation and reinstall, which just repeats the cycle.   The package bodies ODMR_ENGINE_TEXT and ODMR_INTERNAL_UTIL are invalid and cannot be compiled without errors.  The following errors are seen in the install log:
